I don't think Harry Potter style magic works for rpg games, as its pretty freeform and isn't generally combative. If anything I think the magic would need to be a backdrop from the story. A game perhaps like a visual CYOA novel or a Telltale-like game. JKR doesn't like the concept of quantifying aspects of her world much.
